Interoperability
Today, Europe is a patchwork of proprietary road tolling solutions. The systems in Germany, Italy and France for example, are based on totally different technologies. While Germany relies on GNSS Mobile Phone (CN) and GPS technology, are Italy and France utilising different DSRC technologies.
Due to this incompatibility, a Heavy Goods Vehicle (HGV) travelling different European countries would require several OBUs to participate seamlessly in all Electronic Toll Systems. As this situation is not tolerable, the European ETC Industry works together with the European Commission on ways to ensure interoperability between the systems, so that Road Tolls can be charged electronically with one single OBU throughout Europe. This target has been clearly stated by the European Commission in Directive 2004/52/EC.
FELA Management demonstrated in April 2008 the first Interoperable OBU, compatible with all European ETC systems, in the EU sponsored project "Road Charge Interoperability" (RCI).
